Kansas Power and Light is protesting rail freight rates, which could boost coal-transport costs by 50% by asking Congress to reconsider last year's deregulation action. The Burlington Northern railroad denies announcing a rate hike, but feels one is justified. A review of the dispute illustrates the deregulation issue as it affects the financial strain felt by both the railroads and the captive shippers. (DCK)
