Mexico, U. S. seeking new fuel accord

Mexico's vastly increasing oil reserves may change that country's relationship to the U.S. unless U.S. policies are revised. Mexico now sends 83% of its oil exports to the U.S., but bad feelings continue because of early exploration and exploitation practices and because of Mexico's need for economic development. A gas pipeline built up the coast to supply U.S. markets, for example, will supply Mexican industry pending further negotiations. Development of Mexican reserves is now directed toward expanding sales to other countries, although critics within Mexico prefer a more nationalistic approach to resource development. If large quantities of Mexican oil and gas become available to the U.S., it will alter policies for developing synthetic fuels and other U.S. energy projects. The Carter Administration has so far showed no change toward cooperative continental resource development.
