In lieu of dams

Nonstructural solutions to flood problems are: water pricing; water conservation and proper management; scenic rivers; energy conservation prior to building more hydropower dams; and priority to refurbishing railroads instead of constructing new barge canals. Options to dams, canals, and stream channelization for flood control, navigation, recreation, and water supply are discussed. Many alternatives could be undertaken by USACE without legislation.
