Water impoundment projects generally impact the river below the dam. Frequently the construction contract provides for mitigation of adverse impacts. The Libby Project, authorized primarily for hydro-electric power generation and flood control and to provide navigation and recreation as secondary benefits, caused the inundation of a big-game winter range, the relocation of a railroad and a highway in addition to damming a river. The Army Corps of Engineers in cooperation with the Montana Department of Fish and Game and others engaged in a number of wildlife mitigation projects.
