The progress of the Federal Trade Commission's announced investigation into oil-industry allocations of gasoline supplies to dealers is determined. In a recent letter to the subcommittee, the Federal Trade Commission Director of Competition stated that the Commission was investigating ''whether the Iranian shortfall is being used by major domestic refiners as an excuse for recently decreased allocations of gasoline supplies to their dealers.'' The letter also alleged that DOE policies may be responsible, in part, for the gasoline supply situation and for the creation of competitive distortions in the energy marketplace; that DOE has refused to turn over to the Federal Trade Commission oil-industry data essential to the conduct of the FTC investigation; that FTC positions advocated before DOE have been ignored; and, that the Department of Justice has refused to authorize clearance for the FTC's investigation. These hearings were held to determine the progress of the FTC investigation and the extent of cooperation provided by the Departments of Energy and Justice. In order to better understand the circumstances that prompted the FTC investigation and the atmosphere in which it attempted to conduct that investigation, testimony was heard from 9 witnesses on the crude oil and gasoline supply situation.
