Coal procurement plans for the SRC-I refinery. [Kentucky]

ICRC is sharing with the federal government and with Kentucky the cost of designing, building and operating a demonstration-sized solvent refined coal facility near Newman, Kentucky. The estimated project cost if approximately 1,772,000,000. The process is two-stage direct coal liquefaction, which produces about three barrels of oil equivalent products per ton of coal. This technology is said to offer the highest efficiency, the lowest cost per million Btu's and the greatest flexibility of any coal conversion technology available today. The demonstation plant will convert 6,000 tons of coal-per-day into the equivalent of 20,000 barrels-per-day of petroleum in the form of clean solid and liquid fuels. The procurement strategy to assure a feed coal supply compatible with scheduled plant operations, to maintain flexibility, to obtain reasonable prices for coal delivered and to develop competition is described.
