Ten representatives of the coal industry and the State of Montana testified at a public hearing in Billings on the proposed leasing of 17 tracts of federal coal reserves, which would increase coal production in the state by 25 times. Planning for the leasing program involved a determination of electricity-demand factors and the poential for industrial and export markets. The Bureau of Land Management witnesses responded to an Office of Technology Assessment (OTA) report critizing the proposed sale by noting that the OTA examined only the production aspects. The Northern Plains Resource Council argued that there is already a coal glut with current production capacity as well as a surplus generating capacity, and that the government has a responsibility to stewardship as well as to the marketplace. Coal-mining companies argued for the efficiency and increased productivity the lease expansion offers. (DCK)
