Selection of projects for financial assistance by the United States Synthetic Fuels Corporation

The Synthetic Fuels Corporation (SFC) relies on criteria established in the Energy Security Act when selecting projects for financial assistance even though there are still no published specific criteria after the first two solicitations. This review provides background for those interested in the selection process by examining some of the decisions to be made between competing criteria. The result supports the need for a flexible and qualitative approach as distinguished from purely quantitative criteria, which would provide greater certainty at the risk of tipping the decision process in favor of selecting projects designed to enhance that process rather than contributing to energy self-sufficiency. 69 references.
