Proposal and selection process in the US synthetic fuels corporation, results to date, and status of heavy oils and tar sands

The proposal and selection processes of the US Synthetic Fuels Corporation, the results to date, and a more detailed look at the active proposals for heavy oils and tar sands are discussed. In order to do this, some background on the Corporation (SFC), the responses to three general solicitations for proposals, and the current status of the targeted solicitations are presented. SFC was created by Congress of the United States in June 1980, by the Energy Security Act. It was declared operational by President Reagan in February 1982. In the Energy Security Act, SFC is described as ''A Federal Entity of limited duration, formed to provide financial assistance to undertake synthetic fuels projects.'' The categories of projects allowed are in the resource areas of coal, lignite, peat, shale, and certain heavy oils and tar sands.
