An investigation into the Santa Rosa tar sands proposal to the Synthetic Fuels Corporation (SFC) focused on SFC selection procedures, the purpose and impacts of the SFC's letter of intent, and the basis for the SFC's withdrawal from the proposed project. The report summarizes the findings and concludes that inaccrate or incomplete information led to the selection of the project and the issuance of a letter of intent. Since letters of intent are a conditional commitment for funding, they are limited to total funding and make funds unavailable for competing projects. Procedural failures that led to unresolved uncertainties about private funding led to the withdrawal. The review raises questions about disclosure practices of certain companies. The report includes five recommendations for evaluating projects and improving notification and consultation procedures. Additional views follow the main report.
