The device and the facility for the Elmo Bumpy Torus Proof of Principle (EBT-P) experiment are to be constructed at the Valley Industrial Park at Oak Ridge, Tennessee by the McDonnell Douglas Astronautics Company under contract to the Union Carbide Corporation - Nuclear Division. This paper describes the major design features of the overall EBT-P device and each of its systems.
