The Superfund Cleanup Participation Act of 1985 (H.R. 3418) amends the Superfund legislation of 1980 (the Comprehensive Environmental Response, Compensation, and Liability Act) in order to expedite the cleanup of waste sites and encourage the participation of the private sector in the cleanup. The Act changes the settlement process by adding sections on notification to potentially responsible parties and to the Environmental Protection Agency (EPA), and describes the negotiation procedures and the allocation of liabilities among responsible parties. It also establishes procedures for a moratorium during the settlement period and for collecting contributions to the settlement for the Superfund trust fund. EPA will conduct remedial investigations and feasibility studies on permanent on-site cleanup technologies. There are also amendments to the sections covering response action contractors and the siting of hazardous waste facilities.
