The Texas Independent Producers and Royalty Owners (TIPRO) Association president analyzes the role of independent producers and the implications of state and federal regulations in an interview. TIPRO supports the Railroad Commission's efforts to plug abandoned wells, but will resist premature abandonment and insist on exceptions when pollution is not an issue. TIPRO has been in conflict with the Commission over environmental issues in recent years, and sees its role as ensuring that rules be practical. Noting that ratable-take policies have served producers well, but proration and ratable takes may need to change in response to current markets, Anderson cautions against increases in severance taxes and state reliance on one economic source of revenue. He affirms that independent producers can continue to lead in exploration under a free market.
