Tax relief for the oil interests: how the battle was fought and won

A $12 billion tax break for the oil industry was included in the 1981 tax cut legislation between the time President Reagan outlined his tax-reduction plan in February and the final signing. A chronology of the debate covers the period from June 4th, when the President's bill containing only a $2500 exclusion clause for royalty owners was announced, to the August 13 signing. Benefitting from the legislative debate were owners of royalties, stripper wells, new wells, and wood stoves. Efforts to freeze the depletion allowance were unsuccessul. Estimates of revenue losses through 1986 are summarized in a table. (DCK)
