The U-B, B-V, V-R color indices and the U, B, V, R percentage polarization are calculated for a homogeneous spherical nebula in the single-scattering approximation. Guettler's theory is applied to determine scattering functions for ensembles of model silicate grains with ice mantles; in each case the grain cores have a given radius, while the mantles have an exponential size distribution. These two-layer grains have materially different optical properties from homogeneous particles composed of the core or mantle substance. The calculations show that the colors and polarization of nebulae consisting of two-layer grains will depend most on the grain size and on the relative core and mantle size; small changes in the imaginary part of the refractive indices of the core and mantle have little effect on the final result. The polarization of such nebulae will be quite strong and nearly always positive.
