Strategic planning for expanding China's power capacity in the coming decade

The contribution of electric power industry to China's economic growth has been increasingly vital in the recent years. The accelerated path of power development will be essential in sustaining rapid economic growth. In order to sustain the nation's economic growth in the coming decade electric power capacity must be maintained sufficiently ahead of economic requirements. In the last six years the average annual increment in installed capacity has reached 12,000--14,000 MW. Based on planning issued by the 1993 National Power Conference, it is expected that during 1995--1997 the annual increment in installed capacity will be 15,000 MW, and during 1998--2000 it is targeted at 20,000 MW. By the year 2000 the total power capacity in China is expected to reach 300,000 MW, based on assumptions of (1) yearly growth rate of 8--9% in the GNP, and (2) electric energy consumption per unit product will improve by 8--10%. To achieve such an ambitious goal China will need a vast capital investment, and therefore welcomes friendly foreign investments. At the top of its priority China must make the utmost effort to be able to deliver high-quality, reliable and reasonably priced electricity to consumers anywhere in the country.
