Employment effects of proposed acid rain legislation

Legislative proposals to control acid rain suggest two approaches: a cost-effective option which studies suggest would result in a switch to low-sulfur coal and a forced scrubbing option. Forced scrubbing would be the more expensive, but could be justified by reduced regional economic impacts. This paper reviews the data on job losses in the Midwest and Appalachian coal industry which produces high-sulfur coal, age distribution of members of the United Mine Workers, and estimated savings resulting from the use of low-sulfur coal over forced scrubbing. The paper concludes that the 20,000 displaced coal miners can be compensated at much less expense than the added cost of a forced scrubbing program.
