Acid rain. making sensible policy

Policy decisions on whether electric utilities and other pollution sources should be free to choose scrubbing or least-cost alternatives to reduce sulfur dioxide emissions introduce questions of federal protection for particular coal interests, the impact of costs, and the overall impact on jobs. A comparison of the effects of the two approaches points out that the least-cost approach merely extends the existing option to use low-sulfur coal, while mandatory scrubbing would be a major policy shift. Dislocations among miners could be dealt with as part of a national program to reduce unemployment by retraining displaced workers to perform other work of national benefit. 10 references.
