The proceedings of a hearing on Oil Import Policy agreed to at Tokyo Summit, legislation relating to methods of managing oil imports, and customs service ability to monitor oil imports are presented. The Subcommittee will seek testimony from the Administration and the general public on: the oil import limitation policy adopted at the Tokyo summit, including such issues as the impact of the agreement on the economy, how oil purchases are to be made from potential suppliers, how imports will be allocated among domestic users, the role of refined imports, etc. The Subcommittee seeks information necessary to develop legislation to carry out the commitments made at the Tokyo Summit, and to ensure equitable systmes of oil import allocations in future years; legislation to amend the President's authority to control oil imports and to restructure the method by which the United States imports oil. Among the bills which the Subcommittee solicits testimony on are proposals to create a national oil import/purchase authority; and methods by which the Customs Service monitors oil imports.
