High-temperature gas-cooled reactor steam-cycle/cogeneration lead project: national incentives

In order to secure the HTGR as a commercial option, a National Program is required that is based on equitable cost and risk sharing arrangements between the private and public sectors and focused on a specific project. Through a comprehensive evaluation of project candidates, the four-loop, 2240 MW(t) HTGR-Steam Cycle/Cogeneration (SC/C) system has been established as the primary candidate as a Lead Project. This document reviews the National Incentives as posed by the Utility/User industry through Gas-Cooled Reactor Associates (GCRA) for commercializing the HTGR through the Steam Cycle/Cogeneration Lead Project. Following this introduction, subsequent brief summaries will review: HTGR features and evolution potential; US energy growth trends and implications; cogeneration opportunities and economics; safety and investment protection; environment, operations and maintenance considerations; and fuel cycle considerations.
