Energy capital requirements. Hearing before the Commitee on Banking, Housing, and Urban Affairs, United States Senate, Ninety-Fifth Congress, Second Session, September 27, 1978
At this September 27, 1978 oversight hearing on the future of federal financing for new energy sources and technologies, testimony was presented on the availability of private capital, government loan guarantees, and other credit and investment incentives. Since domestic energy development will be highly capital-intensive, a clear national policy is needed to set priorities on production and on research and development. New ways to form capital for this purpose are explored. These could include drilling-cost tax deductions, accelerated leasing programs, the elimination of regulatory disincentives, and direct incentives. The testimony of six administration and private sector witnesses is followed by additional statements, exhibits, and information submitted for the record. (DCK)
