Conservation looms large at ASHRAE

Standard 90-75 of the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) is credited for its quick response to the need for energy conservation in building construction, its standards having already been adopted by 35 states and forming the basis for Federal energy-conservation funding. Although ASHRAE's membership provided the necessary technical expertise and objectivity to recommend building code standards, critics have objected to possible conflict-of-interest areas and alleged a thermal bias that motivated other groups to develop alternative approaches. ASHRAE responds that its on-going review allows standards to be improved and that states are free to modify the standards when adopting state codes. Critics also object to ASHRAE's reliance on the Illuminating Engineers Society (IES) for the lighting section. Some members feel the debate and open consensus process will undermine ASHRAE's traditional functions, but officials point to the economic pressures behind their involvement in energy conservation.
