Sixteen witnesses from the legislature, government agencies, citizen groups, the natural gas industry, and social service organizations testified at a field hearing in Warren, Pennsylvania on the hardships experienced because of rising natural gas prices at a time when supplies are growing and demand is falling. The northwest portion of Pennsylvania also experienced high unemployment, adding those without work to the low income and elderly groups who are suffering during the extreme cold weather. At issue was the possible failure of the Natural Gas Policy Act (NGPA) and the need to find some other economic solution. Distributors pointed out that long-term contracts have locked in high prices; natural gas industry spokesmen that the NGPA has spurred production in Pennsylvania as was intended. Letters and statements submitted for the record and three appendices with additional material follow the hearing testimony.
