Texas Department of Health Commissioner Bernstein answers questions about municipal waste disposal: the available technolgies for dealing with solid wastes, including the viability of resource recovery and the liability that municipalities assume. Several Texas cities have programs to separate useful materials or to incinerate wastes in order to generate and recover heat energy. There is no evidence yet to support concerns about dioxin emissions from incinerators or to indicate that environmental quality can't be maintained. There are also studies to see if methane recovery from landfills is economically feasible. The Health Department will support resource recovery over landfilling wherever it is feasible.
