Electroweak Radiative Corrections to {ital b} {r_arrow} {ital s}{gamma}

Two loop electroweak corrections to b{r_arrow}s{gamma} decays are computed. Fermion and photonic loop effects are found to reduce R{equivalent_to}B(b{r_arrow}s{gamma})/B (b{r_arrow}ce{nu}) by {approximately}(8{plus_minus}2) {percent} and lead to the standard model prediction B(B{r_arrow}X{sub s}{gamma})=(3 .28{plus_minus}0.30){times}10{sup {minus}4} for inclusive B meson decays. Comparison of R{sup theory}=(3.04{plus_minus}0.25){times} 10{sup {minus}3}(1+0.10{rho}) , where {rho} is a Wolfenstein Cabibbo-Kobayashi-Maskawa parameter, with the current experimental average R{sup exp}=(2.52{plus_minus}0.52){times} 10{sup {minus}3} gives {rho}={minus}1.7{plus_minus}1.9 which is consistent with {minus}0.21{le}{rho}{le}0.27 obtained from other B and K physics constraints. {copyright} {ital 1998} {ital The American Physical Society}
