The EPA is now proposing to reduce significantly the amount of information required under the Clean Water Act to obtain a National Pollutant Discharge Elimination System (NPDES) permit, which is needed by coal companies because of drainage into waterways. The change in the rules is being brought about as a result of an out-of-court settlement made last summer. Several coal companies sued the EPA over the old NPDES rules which were said to be inoperative because they were confusing and unwieldy.
