Part 1 of the hearing record covers testimony received during three days of field hearings in New York, Minneapolis, and Indianapolis on H.R. 3400. The bill would reduce the allowable levels of sulfur dioxide and nitrogen oxide emissions and establish a fee-sharing system based on electricity generated to pay for pollution control equipment without requiring large increases in electric rates. The 36 witnesses included state officials and representatives, members of environmental and consumer groups, environmental scientists, and members of the medical profession. Their testimony, along with additional material submitted for the record, follows the text of H.R. 3400, which is an amendment to the Clean Air Act.
