The policy paper recommends actions that will help to keep within acceptable bounds the risks of the further spread or proliferation of nuclear weapons, while meeting the needs of nations for nuclear energy. The problems associated with nuclear proliferation risks--like those associated with nuclear energy supply and use--lie beyond the domain of any one nation, and therefore require a coordinated combination of national and cooperative international measures. The relationship between peaceful nuclear power and nuclear weapons proliferation is explored here to assess its nature, to examine the factors which affect the degree of proliferation risk posed by the use of nuclear power throughout the world, and to compare this risk with risks of proliferation independent of nuclear power. As documented in the Atlantic Council's earlier report, Nuclear Fuels Policy, EAPA 3: 127 and 504, nuclear power is viewed by many nations as a vital energy source required to help meet present and future energy needs. The introductory chapter covers 11 issues, followed by chapters entitled: The New Breeder Reactor Debate; How We Got Where We Are; Institutional Obstacles to Proliferation; The Dynamics of the Relationship Between Nuclear Power Production and Nuclear Weapons Proliferation; Institutional Innovations and Non-Proliferation; Elements of a Non-Proliferation Strategy.
