This report provides an analysis of the various initiatives proposed to reduce or eliminate nuclear weapons proliferation. The technical, institutional, and political options discussed in the report are set in the context of the various nuclear reactor fuel cycles to which they relate. The policy options presented to combat the spread of nuclear weapons correspond to differing levels of perceived risk of proliferation relative to the need for nuclear energy. This volume contains: incentives/disincentives, peaceful nuclear explosions, non-state adversaries, international nuclear industry, and technical description of fuel cycle facilities and evaluation of diversion potential.
