Foreign sales eyed to ease West Coast oil surplus

A plan for easing the West Coast oil glut by shipping Alaskan crude oil to foreign markets and moving additional imports into the East and Gulf Coast areas would correct the situation created by California's shortage of refining capacity and Federal pricing regulations. The author reviews present conditions and arguments for and against exporting Alaskan crude. A surplus of California crude will require construction of controversial pipelines as well as refineries, but the oil companies are reluctant to make large investments until oil-pricing controls stabilize. DOE has introduced a further complication by opposing the use of oil to generate electricity. Some government changes, as in the entitlements program, have removed price distortions and encouraged oil production. (DCK)
