Energy and employment: a review and commentary. [Monograph]

A re-examination of the energy/jobs relationship scrutinizes over 70 existing studies for political and social bias to see if the analytical frameworks used are reliable, if the concerns and views of affected constituents are represented, and if they had any impact on policy making. Although the studies display diverse methods and assumptions they present evidence that energy development will create jobs. They also document evidence that the number and quality of jobs will improve with investments in energy efficiency and renewable energy sources. Government policymakers show no indication of having considered this evidence in their decisions. Support for synthetic fuels from coal, for instance, came with no analysis of employment impacts and the subject receives little attention in energy legislation. Constituents will have to exert active pressure if they want employment issues to be included in energy policy. 83 references. (DCK)
