Energy and equity: some social concerns. [Monograph]

Minorities and low-income groups are particularly vulnerable to energy price increases and supply shortages. The needs of these groups must be considered when policies are developed to ensure that the policies are equitable. A discussion of equity as a concept is followed by an examination of the relationship between energy policy and economic growth and, more specifically, the relationship between energy policy and jobs. The impacts of rising utility costs for the poor are dealt with in terms of the human costs of health care and other tradeoffs. The inequality effects of ratemaking are emphasized by several speakers whose comments at the 1978 National Conference of the Joint Center for Political Studies are reported. The point is made that social equity is not a present factor in regulatory theory. 139 references, 7 figures, 44 tables. (DCK)
