Federal policy with respect to collection of royalties from oil and gas leases on federal and Indian lands

A brief analysis is given of federal policy with respect to royalty collections from oil and gas leases. Three proposals to improve the current process of collection are discussed: the Linhowes Commission recommendations, the Markey-Santini Bill and S. bill 2305. The three are compared with respect to provisions for regulatory responsibilities, enforcement, and penalties for theft. (JMT)
