Gas-supply planning considerations

This paper reviews factors that may affect Pacific Gas and Electric Company's decision to participate in the research, demonstration, or commercial development of gas supply projects and discusses their application to three examples: a research project to produce pipeline-quality gas from cattle manure, a demonstration project to recover gas from a landfill, and a commercial-scale project to produce pipeline-quality gas from coal. Principal planning considerations relating to PG and E's decision to participate in the research, demonstration, or commercial development of supplemental gas supplies were: the need for new supplies, the resource base potential of the supply, the technology required, capital investment required, the level of financial risk associated with a project, the short and long term economics of the project, transportation requirements, PG and E's role or level of financial participation in the project, the security of the supply, governmental attitudes toward or assistance available for a project, the public's attitude toward a project, and the level of uncertainty associated with a project. An explanation was given for each consideration. (DP)
