Representatives of the Department of Interior, the mining states, environmental groups, and the coal industry spoke at a hearing on how new surface-mining rules will affect the coal mining industry. The hearing focused on the potential impact of proposed fees on permits for mining, exploration, and other regulated activities as a way to reduce the cost of government by recovering the full costs of administration. Opponents pointed out that the industry is suffering from the high costs of production and transport as well as the competition of coal imported from countries, many of which are receiving development assistance from the US. Witnesses pointed out the threat to state primacy and the potential for lowering the level of regulation and enforcement. Two appendices with additional responses and material submitted for the record follow the testimony of 14 witnesses.
