This study is an extension to the EPRI report titled, Measuring the Impact of Residential Conservation, Volume II, An Econometric Analysis of Portland General Electric Company Data. Volume II identified survey data and analytic methods appropriate for evaluating the effects of residential conservation programs. The applicability of the methods was demonstrated using data describing customers eligible for an RCS audit and zero interest loan program sponsored by Portland General Electric Company. The study focused on the customer's decision to participate in the conservation program, the decision to undertake conservation investments given participation, and the effects of program participation on household electricity consumption. In this report, the analysis is broadened by illustrating how the general approach can be applied to other utilities with varying conservation program and service area characteristics. The focus is on the residential conservation programs offered by General Public Utilities.
