Converting a steam-heated building to hot water district heating

Studies on the technical and economic feasibility of converting buildings in downtown St. Paul to hot water district heating were completed in 1979 and 1980. A detailed engineering analysis was later conducted for conversion of the Ramsey County Courthouse/St. Paul City Hall at Kellogg and St. Peter Streets. The analysis had to define the following: The economic feasibility of converting the total steam heating system for a 365,000 square foot building to hot water district heating; The advantages and cost savings in upgrading and modernizing the heating and ventilation system for a 60-year-old building; The logistics for maintaining the daily functions and operations of the building; and Implementation of the study and the resulting energy conservation and reduced maintenance.
