Utility industry restructuring debated at conference

With passage of the Energy Policy Act and issuance of FERC Order 636, the electric and natural gas industries enter a world shaped by competition. That means new risks, new opportunities, and inevitably winners and losers. Topics related to this were discussed at the sixth annual Utility M A Symposium. The next step in the electric industry's evolution will be the formation of regional transmission groups. In the natural gas industry, local distribution companies will face substantially more risk as they absorb responsibilities for gas transportation and storage previously held by pipelines. Other risks include state commissions' oversight of gas purchases, variable costs of transportation and storage, and the threat of pipeline bypass and loss of large loads.
