This volume of the hearing record covers four days of testimony on current federal gas policy, specifically the effects of the Natural Gas Policy Act of 1978, which began a phased-deregulation process. Witnesses from various sectors described problems relating to gas policies. These included consumers, local distribution companies, state commissions, pipeline companies, producers, and federal agencies. Witnesses were asked to direct their comments also to long-term issues of incentive pricing, the effects of partial deregulation, and the appropriate federal role.
