Improving fuel-cost-recovery procedures

Electric utilities view fuel-adjustment clauses as a way to cope with escalating costs without resorting to frequent rate appeals. Opponents feel the clauses encourage procurement inefficiency and a disincentive to invest in more-efficient generating capacity. A Consultants, Inc. study found that regulators have taken steps to encourage efficiency and to address some of the uneconomic incentives. The consultants recommend treating all fuel-related costs equally rather than piecemeal. Other techniques are to place a cap on potential gains and losses from changes in fuel-related costs. (DCK)
