The author feels that a shift in present energy strategies and goals to the single goal of providing lowest-cost end-use energy could deliver the greatest benefits while eliminating much of the confusion and pessimism associated with conventional approaches. This would encourage efficiency investments in the form of cost-effective products and technologies that are already available. Competition from these products and technologies has already promped some utilities and companies to cooperate and encourage investments in energy services in place of conventional fuels. 3 figures, 4 tables.
