Overview of the National Energy Act

The 1978 National Energy Act is reviewed and a time schedule for implementation outlined. As described by Energy Secretary James Schlesinger, the Act recognizes energy conservation as a key ingredient and a shift in the nation's policy. The Act develops a framework by which industry and utilities will replace imported oil and natural gas with domestic fuels. It also stresses the role of improved efficiency, a rational pricing policy, and the development of renewable energy sources. Summaries of the five bills comprising the Act include the Public Utility Regulatory Policies Act, Power Plant and Industrial Fuel Use Act, National Energy Conservation Policy Act, Natural Gas Policy Act, and the Energy Tax Act.
