Congress authorizes consent for the states of Connecticut, New Jersey, Delaware, and Maryland to establish a regional compact to deal with low-level radioactive wastes. The compact recognizes the advantages of regional management and cooperation in limiting the number of facilities, encouraging a reduced volume of radioactive wastes, and distributing the costs and responsibilities among the member states. Articles I and II describe the purpose and define the terms used in the bill. Articles III and IV outline the states rights and obligations and the establishment of a commission made up of representatives of participating states. Subsequent articles describe the procedure for selecting a host state for waste facilities and for changing or terminating the compact.
