Strategic planning involves the simultaneous evaluation of the future and the past. The author outlines as factors to consider in developing a Statement of Purpose and creating an Energy Management Department (EMD) the corporate long- and short-term goals, organizational structure and location of the EMD, staff education, and EMD budgeting. The guidelines suggesting components for the Statement of Purpose emphasize audits and reporting techniques that will maximize awareness and communication. 4 references.
