Higher diesel quality would constrict refining

New rules proposed by the Environmental Protection Agency (EPA) to limit sulfur to 0.05 wt % and aromatics to 20 vol % in highway diesel fuels would, if promulgated, require refiners to face additional diesel treating requirements and increased investment and operating costs. Sulfur oxide, nitrogen oxide, particulates, and unburned hydrocarbon emissions have all been related in varying degrees to these components. In light of already declining diesel fuel quality, partly brought about by reducing lead in gasoline and declining feedstock quality, the rules would impact many refining operations in addition to the distillate treating operations. The effects of the new rules on distillate and other processes, and the operating costs associated with them, are discussed in this article.
