Case studies in state solar legislation

Solar legislation often takes a tortuous path through state legislatures, the more so because solar energy is a relatively new area for state legislation. These three case studies, from Georgia, Maine, and South Carolina, have lessons for solar advocates in preparation for the session, understanding the workings of the legislature, and following up on legislation once it is enacted.
