Coastal zone management and excluded Federal lands: the viability of continued Federalism in the management of Federal coastlands

Coastal states were designated as the key to exercise authority over and protect the resources of the coastal zones in the 1972 Coastal Zone Management Act (CZMA), which authorized Federal funding to support the states' management programs. The impacts of this Act and the implications of the exclusionary clause covering Federal lands are examined, and it is concluded that states have enough avenues for exercising control over the excluded lands to discount their protests and litigation. The coastal states must demonstrate that they are committed to national goals by cooperating in coastal zone management and exercising their authority responsibly for the concept of Federalism to work.
