In December 1989, scientists convened to discuss the decline of environmental sciences in the US. The participants formed a committee to create a new agency to be called the National Institutes for the Environment (NIE), built on the National Institutes of Health model. NIE would fill the gap between basic science and policy. Currently the committee is trying to broaden and deepen the NIE constituency before the important votes expected in one to two years.
