Unlawful mining by over 50 coal trespassers on federal lands since 1975 prompted this hearing on the prevention of trespass and the prosecution of violators. Under investigation was the General Accounting Office (GAO) claim that the Bureau of Land Management (BLM) had not been aggressive in investigating and prosecuting these trespassers and that it had no plan for identifying violators or controlling the problem. Information on federal mineral rights was not available to help with identification and management. The eight witnesses represented various offices of the BLM and GAO. Their testimony is followed by supporting material and communications submitted for the record. (DCK)
