The purpose of this document is to present a program plan for the Energy Study of Railroad Transportation. The report contains summary descriptions of tasks and subtasks and schedules and manpower estimates for the project. Major tasks for the rail freight energy study are a current industry description; analysis of regulations and tariff impacts on the industry; efficiency improvements; and industry future.
